CSO Control Annual Reports

CSO Annual ReportThis report is developed every year and includes an overview and status of the CSO Control Program, and information on annual CSO volumes and number of discharges from each King County CSO. It is submitted to the state Department of Ecology in accordance with the requirements established within the West Point Treatment Plant NPDES Permit, Number WA-002918-1 and in WAC 173-245-090 (external link).

CSO Control Plans, Updates and Reviews

   
Year 2000, CSO Control Plan Updte cover

King County's CSO Program issues two documents for comprehensive review of program success, updates and future projects.

A Program Review is submitted to the King County Executive and Council. The Program Review analyzes the need for CSO control, public involvement, and the relationship of the CSO control program to other County priorities. The control project schedule is verified and, if necessary, reprioritized based on any new information or data. The last program review was in 2005 and the next review is due 2010.

As a part of the application for renewal of the West Point NPDES permit from the Washington State Department of Ecology, a process occurring approximately every five years, an update to the long-term CSO control plan is submitted. Under Ecology's CSO regulation (WAC 173-245) (external link) the plan update reviews the achievements of the program over the past five years, commits to the next phase of projects for CSO control for the next permit phase, and amends the Plan for any proposed changes.  The last plan update was issued in 2008; the next update is due about 2013 and will build on the 2010 Program Review.

1958 Metro Sewer Comprehensive Plan
King County residents voted in 1958 to build and operate a regional agency called the Municipality of Metropolitan Seattle, or Metro, to clean polluted waters of Lake Washington and Puget Sound. Since then, we have helped prevent water pollution and improve water quality while recycling natural resources. No longer called Metro, the wastewater utility is now a division in King County's Department of Natural Resources and Parks.

The Regional Wastewater Services Plan (RWSP) is the most recent update to the 1958 Plan and outlines a number of important projects and programs that King County will implement through 2030.
